Housing investment decision-making is particularly susceptible to cognitive biases and heuristics because of asset heterogeneity, limited liquidity, incomplete and asymmetric information, high transaction costs, and substantial uncertainty. This study aims to identify, classify, and explain these biases across different stages of housing investment decision-making and to develop an integrated conceptual framework. A systematic scoping review combined with framework synthesis was conducted. Studies published between 2000 and August 23, 2026 were systematically searched across international and Persian-language databases, supplemented by backward and forward citation tracking. The search strategy combined three conceptual domains: housing and real estate, investment decision-making, and cognitive biases and heuristics. A total of 1,067 records were identified. Following duplicate removal and title, abstract, and full-text screening, 73 journal articles were included in the final synthesis. The findings organize the relevant biases into six major clusters: information-salience biases, reference-point biases, excessive confidence in personal judgment, imitation and social-influence biases, information-selection and interpretation biases, and biases related to loss, fear, and mental accounts. These mechanisms vary across the stages of attention, valuation, market entry, holding, and exit. The findings indicate that cognitive biases are not peripheral errors but integral components of housing investment decisions under uncertainty. Accordingly, analyses that neglect how investors receive, interpret, and weight information provide an incomplete account of actual decision-making in housing markets.
