واکاوی پیشران‌ها و بازدارنده‌های استقرار کشاورزی هوشمند شهری با رویکرد ارتقای امنیت غذایی و تاب‌آوری شهری

چکیده
رشد شتابان شهرنشینی، محدودیت منابع آب و خاک و افزایش آسیب‌پذیری سامانه‌های غذایی، ضرورت بهره‌گیری از الگوهای نوین تولید غذا در محیط‌های شهری را بیش از پیش آشکار ساخته است. در این‌میان، کشاورزی هوشمند شهری به‌ عنوان یکی از مؤلفه‌های شهر هوشمند، ظرفیت قابل‌ توجهی برای ارتقای امنیت غذایی و افزایش تاب‌آوری شهری دارد. پژوهش حاضر با هدف واکاوی پیشران‌ها و بازدارنده‌های استقرار کشاورزی هوشمند شهری و تبیین الزامات توسعۀ آن انجام شد. این پژوهش از نوع مروری ـ تحلیلی بوده و با رویکرد کیفی و تحلیل محتوای جهت‌دار انجام شده است. داده‌ها از طریق مرور منابع علمی منتشرشده طی سال‌های 2010 تا 2025 گردآوری شد. از میان منابع منتخب که وارد فرایند تحلیل شدند در مجموع 610 کد اولیه با استفاده از نرم‌افزار MAXQDA 2022 استخراج و طبقه‌بندی شد. نتایج نشان داد بازدارنده‌های اقتصادی و مادی با سهم 24/85 درصد مهم‌ترین مانع استقرار کشاورزی هوشمند شهری هستند و پس از آن، چالش‌های امنیت سایبری و حریم خصوصی داده‌ها (18/56 درصد) قرار دارند. در مقابل، پیشرفت فناوری و نوآوری با سهم 27/54 درصد و پایداری زیست‌محیطی با سهم 23/91 درصد مهم‌ترین پیشران‌های توسعۀ این رویکرد محسوب می‌شوند. یافته‌ها نشان می‌دهد توسعۀ کشاورزی هوشمند شهری فقط یک مسئلۀ فناورانه نیست، بلکه فرایندی چندبعدی است که در تعامل میان زیرساخت‌های فناورانه و نهادی، ظرفیت‌های انسانی و اجتماعی و اهداف امنیت غذایی و تاب‌آوری شهری شکل می‌گیرد. بر این‌اساس، پژوهش حاضر چارچوبی مفهومی برای استقرار کشاورزی هوشمند شهری ارائه می‌کند که می‌تواند مبنایی برای سیاست‌گذاری و برنامه‌ریزی توسعۀ پایدار شهری در ایران باشد.

چکیده English

Rapid urbanization, increasing pressure on water and land resources, and growing vulnerability of food systems have highlighted the need for innovative food production approaches in urban environments. In this context, smart urban agriculture has emerged as a promising strategy for enhancing food security and urban resilience. This study aims to identify the main drivers and barriers to the implementation of smart urban agriculture and to clarify the requirements for its sustainable development. The study adopted a qualitative review approach using directed content analysis. Data were collected through a review of scientific literature published between 2010 and 2025. Out of selected eligible sources for analysis, a total of 610 initial codes were extracted and categorized using MAXQDA 2022 software. The findings revealed that economic and financial constraints (24.85%) constitute the most significant barriers to the adoption of smart urban agriculture, followed by cybersecurity and data privacy concerns (18.56%). In contrast, technological advancement and innovation (27.54%) and environmental sustainability (23.91%) were identified as the most influential drivers. The results indicate that the development of smart urban agriculture is not merely a technological issue but a multidimensional process shaped by the interaction of technological and institutional infrastructures, human and social capacities, and food security and urban resilience goals. Accordingly, this study proposes a conceptual framework for smart urban agriculture implementation that can support sustainable urban planning and policymaking, particularly in Iran.
