This study was conducted with the aim of developing and validating an educational policy-making model for enhancing energy literacy (electrical energy literacy) among housewives in the 22 districts of Tehran, using an exploratory mixed-methods approach. In the qualitative phase, participants were selected purposively in two groups: theoretical experts and practical experts. The theoretical experts included professors in the fields of energy, educational planning, and public policy, while the practical experts were selected from the Ministry of Energy and the Tehran Province Electricity Distribution Company. Theoretical saturation was achieved through 13 interviews. The statistical population of the quantitative phase consisted of managers and specialists in the field of energy in Tehran. The minimum sample size was determined to be 138 based on the power analysis rule, and sampling was carried out using the cluster random sampling method. Data analysis in the qualitative phase was performed based on grounded theory using Maxqda software, and in the quantitative phase, partial least squares (PLS) was conducted using SmartPLS software. The results showed that the coefficient of determination (R2)values for the endogenous variables of the model were close to or above the strong range (0.67), and the predictive relevance (Q2) values were all positive, indicating that the model had acceptable predictive power. In addition, the GOF index was obtained as 0.63 and the SRMR index as 0.098, which indicate a good model fit. The findings suggest that causal conditions (policy drivers) affect the central phenomenon (educational policy-making), and that the central phenomenon, contextual conditions (context and contextual variables), and intervening factors (mediating and facilitating factors) influence the strategies (strategic actions). The implementation of these strategies, in turn, leads to outcomes (enhancement of energy literacy and progress toward sustainable development). Therefore, this model serves as a roadmap for policy-making regarding energy literacy for Tehran’s housewives.
