شکاف نظر و عمل در برنامه‌ریزی و مدیریت شهری تهران: آسیب‌شناسی معرفت‌شناختیِ پژوهش‌های پیشین

چکیده
شکاف حوزۀ نظر و عمل در مدیریت و برنامه‌ریزی شهری در ایران به طور عام و در شهر تهران به طور خاص موجب شده است تا نظریات برنامه‌ریزی و مدیریت شهری از یک‌سو روی کاغذ بماند و از سوی دیگر، مدیریت شهری در عمل بدون بهره‌مندی از پشتوانه‌های نظری دچار آزمون و خطاهای هزینه‌بر و فرصت‌سوز شود. هدف از این مطالعه، ارزیابی انتقادی پژوهش‌های موجود در حوزۀ شکاف نظر و عمل با رویکرد آسیب‌شناسی معرفت‌شناختی، برای ارائۀ راهکارهایی به منظور صورت‌بندی مجدد مسئله در مدیریت شهری تهران است. روش تحقیق بر مبنای اهداف و سؤال‌های طرح‌شده، ارزیابی انتقادی و بر مبنای ترکیب چارچوب‌های ارزیابی یونگ و سولومون و آلوسون و سندبرگ انتخاب شده است. جامعۀ آماری تحقیق شامل تمامی پژوهش‌هایی است که در حوزۀ شکاف نظر و عمل در مدیریت شهری (تهران) انجام یافته‌اند. 15 کار تحقیقاتی مستند (معادل 38 درصد جامعۀ آماری) به عنوان نمونه انتخاب شدند و مورد ارزیابی انتقادی قرار گرفتند. نتایج پژوهش نشان می‌دهند تحقیقاتی که در این حوزه انجام شده‌اند، به دلیل غفلت از به چالش کشیدن پیش‌فرض‌های نظری مکاتب برنامه‌ریزی و دیدگاه‌های مدیریت شهری مسلط و وارداتی، نتوانسته‌اند اُفق‌های روش‌شناختی و معرفت‌شناختیِ جدیدی برای ترمیم شکاف دو حوزۀ نظر و عمل بگشایند. همچنین، این پژوهش‌ها به دلیل فقدان جامعیت و شمولیت نظری در بررسی موضوع شکاف دچار انحراف‌هایی در ارائه شواهد و نتایج نیز شده‌اند.

چکیده English

The theory-practice gap in urban management and planning in Iran, particularly in Tehran, has led to urban management and planning theories remaining extensively theoretical, not supporting urban management practices. This has resulted in costly, time-consuming trial-and-error processes. This study aims to identify relevant research addressing the theory-practice gap in urban management and planning, utilizing an epistemological pathology approach. Furthermore, it seeks to propose solutions for the accurate redefinition and reformulation of the issue concerning the theory-practice gap within the context of Tehran. The research methodology was chosen in alignment with the established objectives and research questions, employing a critical evaluation grounded in a synthesis of the evaluation frameworks proposed by Jung and Solomon, as well as Alvesson and Sandberg. The statistical sample for this study encompasses all research conducted regarding the theory-practice gap in urban management and planning in Iran and Tehran. A sample comprising 38% of the statistical population, equivalent to 15 documented research works, was selected for critical evaluation. The findings of this study indicate that research within this domain has not succeeded in establishing new methodological and epistemological frameworks to bridge the gap. This shortcoming arises from a failure to critically interrogate the theoretical assumptions inherent in dominant urban management paradigms as well as from a lack of theoretical comprehensiveness and intellectual diversity. Consequently, this has led to inconsistencies in the presentation of evidence and results.
