The study employed the AWOT model, integrating the quantitative Analytic Hierarchy Process (AHP) with the qualitative SWOT framework. First, the strengths, weaknesses, opportunities, and threats affecting the condition of the gardens were identified and categorized. Subsequently, pairwise comparison questionnaires and expert judgments were used to determine the relative weights and importance of the identified factors through AHP. The SWOT analysis showed that the natural setting, biodiversity, and cultural values are among the most important strengths of these gardens. In contrast, inadequate integrated management, water scarcity, and fragmented ownership were identified as the major weaknesses. Tourism potential, supportive legislation, and opportunities for local community participation emerged as key opportunities, whereas land-use change, physical urban expansion, and increasing population pressures were recognized as the most significant threats. Based on these findings, four groups of strategies—aggressive, competitive, conservative, and defensive—were formulated for sustainable garden management. The results indicate that effective conservation of the gardens within the Tehran metropolitan boundary requires coordinated measures, including strengthening green infrastructure, controlling unauthorized construction, restoring traditional water resources and supply practices, establishing a protective green belt, increasing local community participation, and redefining the role of gardens in the urban economy. Ultimately, coordination among governmental institutions, the municipality, the private sector, and local communities, supported by continuous monitoring and phased planning, can provide a foundation for sustainable conservation. These measures can also enhance the gardens’ contribution to Tehran’s ecological resilience, landscape quality, and future urban development while maintaining their environmental, cultural, and socioeconomic values. This integrated approach can balance conservation priorities with urban development needs and strengthen the long-term resilience of Tehran’s remaining garden landscapes.
