While regional employment development is one of the main priorities of economic policy-making, the role of road transport performance indicators in this process has received less attention. Identifying the mechanism of influence of these indicators on the labor market reveals a significant research gap. This study aimed to analyze the mental structure of decision-makers and prioritize road transport performance indicators related to regional employment to explain this influence mechanism. The present study is applied in nature with a descriptive-analytical approach. The statistical population consisted of 14 experts in transport and regional development, selected through purposive sampling. Indicator weighting was performed using the circular intuitionistic fuzzy SWARA method. The findings indicated that indicators such as access to important economic centers, volume of freight and passenger transported, and road quality and safety were perceived by experts as having the highest priority in relation to regional employment. The mental structures of the experts emphasized the importance of indicators that facilitate economic flows and reduce transportation costs. By applying the circular intuitionistic fuzzy SWARA method in the transport-employment domain, this research provides an analytical framework for infrastructure policy-making that can serve as a basis for evidence-based decision-making in regional development.
