چکیده
منطقۀ کلان‌شهری تهران به ‌عنوان مهم‌ترین مرکز اقتصادی و مدیریتی کشور، جایگاهی تعیین‌کننده در سازمان فضایی اقتصاد ایران دارد. هدف این مقاله، واکاوی ساختار و اثرات بین‌منطقه‌ای رقابت‌پذیری فضایی منطقۀ کلان‌شهری تهران با استفاده از رویکرد داده‌ ـ ستانده چندمنطقه‌ای است. این پژوهش از نظر روش، کمی، کاربردی و اکتشافی است و قلمرو آن، منطقۀ کلان‌شهری تهران در ارتباط با فضای سرزمینی در سال 1400 است. داده‌های پژوهش بر پایۀ حساب‌های ملی و منطقه‌ای سال 1400 و جدول داده ـ ستانده ملی سال 1395 مرکز آمار ایران تنظیم؛ و برای برآورد جدول داده ـ -ستانده هفت‌منطقه‌ای سرزمین استفاده شده‌اند. برای تحلیل روابط اقتصادی، از دو روش مکمل شامل تجزیۀ ضرایب فزاینده و محاسبۀ شاخص‌های پیوند پسین و پیشین فضایی استفاده شد. از یک‌سو تجزیۀ ضرایب فزاینده نشان می‌دهد بخش‌هایی مانند صنایع شیمیایی، نفت، کشاورزی و ساختمان ظرفیت‌های داخلی قابل ‌توجهی برای شکل‌دهی به خوشه‌های تولیدی دارند و فعالیت در بخش‌های صنایع غذایی، شیمیایی، ساختمان و ماشین‌آلات می‌تواند تولید سایر مناطق را تحریک کند. از سوی دیگر، شاخص‌های پیوند پسین و پیشین فضایی نشان می‌دهد نقش اصلی تهران در سطح کلان، بیشتر در ایجاد تقاضا، تمرکز خدمات پیشرفته، مدیریت، هماهنگی و سازماندهی شبکه‌های اقتصادی قابل تفسیر است. بنابراین، تهران بیش از آنکه قطب صنعتی نهاده‌محور باشد، گره کلان‌شهری رقابت‌پذیری خدماتی، مدیریتی، تقاضایی و شبکه‌ای در اقتصاد ملی است.

چکیده English

The Tehran Metropolitan Region, as Iran’s most important economic and administrative center, holds a pivotal position in the spatial organization of the national economy. This article examines the structure and interregional effects of spatial competitiveness in this region using a multi-regional input-output approach. Methodologically, the study is quantitative, applied, and exploratory. Its scope is the Tehran Metropolitan Region within Iran’s national territory during 2021 (the Iranian calendar year 1400). Research data were compiled from national and regional accounts for 2021 and the national input-output table for 2016 (the Iranian calendar year 1395), published by the Statistical Center of Iran, and used to estimate a seven-region input-output table. Economic relations were analyzed through two complementary methods: multiplier decomposition and spatial backward and forward linkage indices. On the one hand, multiplier decomposition showed that sectors such as chemicals, oil, agriculture, and construction have considerable internal capacity to form production clusters, and the activities in the food industries, chemicals, construction, and machinery can stimulate production in other regions. On the other hand, the spatial backward and forward linkage indices indicated that Tehran’s main role at the macro level is better understood in terms of demand generation, the concentration of advanced services, management, coordination, and the organization of economic networks. Therefore, rather than being an input-oriented industrial pole, Tehran functions as a metropolitan node of service, management, demand, and network competitiveness within the national economy.
