Abstract
Street hawking is a global socio-economic phenomenon, but it is more prevalent in underdeveloped and developing countries due to specific socioeconomic conditions. Based on the requirements of urban management, it is imperative to pay attention to this issue and to organize street hawkers as part of the mechanism and process of delivering goods and services to citizens. The present study conducted on the subject of organizing street hawkers in district 10 of Tehran, aims to regulate sellers in order to provide one of the components of citizenship rights and prevent urban anomalies (environmental, economic, social, etc.). While identifying the origins of the issue and the factors contributing to the occurrence and spread of the phenomenon, the study seeks to provide strategies to settle and manage the problem. This is a descriptive-analytical study that based on field surveys (observation, questionnaires and interviews) and statistical analysis (spss) and spatial analysis (GIS). The obtained results of the study show that citizens consider the lower price and availability of goods and services as the main reason for buying from hawkers, as differences can also be observed depending on the type of goods and services demanded. In addition, coercive and negative actions to face this issue will not produce significant results, and only with proper management of the processes and mechanisms associated with it, can we expect positive results.
