The importance of protecting the environment is not hidden, and the evolution of its issues is one of the major issues that have prompted domestic and international researchers to pursue its growth and development, while economic researchers have identified environmental status as one of the most critical issues. They have been described in the ambush of the Iranian economy. Groundwater and surface water resources depletion, severe soil erosion, deforestation, increasing biodiversity degradation, maladaptive industry and inadequate location, temporary and unstable policies that all lead to complex environmental conditions and acute biological problems. This study aimed at examining the effects of civil rights caused by environmental degradation by urban individuals on urban economy in Tehran’s 13th district municipality, examines existing laws, regulations, strengths, weaknesses, opportunities and threats and its impact on urban economy. According to the expert team, 7 strengths, 10 weaknesses, 10 opportunities and 12 threats were identified and analyzed and therefore the study area was in a competitive area, so 11 executive strategies and finally suggestions for resolving existing problems were presented. The results showed that the developed environmental laws were responsive to the need for the right.
